Is this normal?

Is this normal?	I’m a landscaper redoing a highschool football field, these are the bleachers & it seems like that’s a lot of washers… and there’s no nut on top of the bolt. Is this crappy work or am I just lacking knowledge? submitted by /u/grandmastoasted link comments
